Ron Paul has a proven history of voting nay for any bill that is unconstitutional. If he found the VRA unconstitutional even though it sounds good he would vote nay. This would make a very good debate question. I'm not trying to skate here I'm just trying to tell you what I found and know.

Washington, D.C., not being a state, has been granted only limited voting rights by Congress, which controls the District "in all cases whatsoever", according to the District Clause of the Constitution.

While the title of the Voting Rights Act might imply that it established an explicit right to vote for U.S. citizens, there is no such federal right. However, the Voting Rights Act and three constitutional amendments that prevent discrimination in granting the franchise have established in United States Supreme Court jurisprudence that there is a "fundamental right" in the franchise, even though voting remains a state-granted privilege.

kingkull1423- I did find you are correct Ron Paul and five other senators from Texas did vote against this Bill VRA 1965, The only reason Ron Paul votes against a Bill is if there is something in it that is UnConstitutional, I will read the bill and it's ammendments and come back and let you know if that is what I find, I am fair and I do want facts, even if this is one of them. I believe something in the Bill must be unconstitutional-even if it was just a small section.

It was based on racial issues in the Southern States that were resisting. Are you a racist because only a racist wouldn't support that BILL??? see here for full detail : usdoj(dot)gov/crt/voting/intro/intro_b(dot)htm

Congress determined that the existing federal anti-discrimination laws were not sufficient to overcome the resistance by state officials to enforcement of the 15th Amendment.
