Yes you can say chan to people who are not of your family. Primarily children-- but other people you are close to.

What I don't get is I thought you can only say 'ちゃん' to family members and otherwise 'さん', but does it mean you can add ちゃん to anyone that is close to you even if you're not related? I guess I was wrong because if おじい-さん is for someone else's grandfther then おじいちゃん must mean someone else's grandfather who is close to you even though he's not your grandfather, ね?

Me neither. But I knew there are different ways of calling yours and others' famili members. But whenever I watch Dragonball GT, Pan always calls おじいちゃん both Goku and Satan.
